AI Bill of Rights: What is "Algorithmic Discrimination"

Most of the time, releases like this from the Whitehouse go without notice.  In the current State of Fear being generated by just about every status quo institution, something this administration and the media in general forcefully promote, it is prudent to keep an eye on what is said, even though it will end up on the 'cutting room floor' of AI history.

An AI "Bill of Rights" sounds impressive, patriotic, rebellious, and official.

Of course, it isn't anything near the real Bill of Rights - irony.

The Blueprint for an AI Bill of Rights is a set of five principles and associated practices:
  1. Safe and Effective Systems
  2. Algorithmic Discrimination Protections
  3. Data Privacy
  4. Notice and Explanation
  5. Human Alternatives, Consideration, and Fallback
I've never heard of "Algorithmic Discrimination" and am curious about "Human Alternatives".

Regardless, I don't see this carrying much water, getting a great deal of traction or otherwise high relevancy of this document.  An interesting, yet out-of-date approach that will end up being nothing more than a footnote in the story of AI Evolution.

While these protective measures are essential, their implementation could be complex, and some organizations might struggle with the resources required for thorough evaluation and monitoring.

Algorithmic Discrimination Protections

The framework aims to prevent algorithmic discrimination, ensuring that automated systems are used and designed equitably. Proactive measures such as equity assessments, representative data usage, and accessibility for people with disabilities are encouraged. However, achieving true algorithmic fairness can be challenging due to factors such as the quality of available data and potential biases in system design.

Data Privacy

The AI Bill of Rights highlights the need for user data privacy and agency over data usage. While it promotes privacy by design and user consent, the framework might face difficulties in enforcing these principles, particularly when dealing with legacy systems or organizations with deeply ingrained data collection practices.

Notice and Explanation

The document emphasizes the importance of users knowing when an automated system is being used and understanding its impact on them. Providing clear, timely, and accessible explanations is essential, but this could prove challenging for complex AI systems whose inner workings are not easily explainable.

Human Alternatives and Fallback

The AI Bill of Rights promotes the availability of human alternatives and fallbacks for users when dealing with automated systems. While this is an important principle, implementing it in practice may be difficult due to the resources required for training and maintaining human operators.
